The chief towns of Upper Moesia were: Singidunum (Belgrade), Viminacium (sometimes called municipium Aelium; Kostolatz), Bononia (Widdin), Ratiaria (Artcher): of Lower Moesia; Oescus (colonia Ulpia, Gigen), Novae (near Sistova, the chief seat of Theodoric), Nicopolis ad Istrum (Nikup), really on the Iatrus or Yantra, Odessus (Varna), Tomi (Kustendje), to which the poet Ovid was banished.
A special feature of the Sakti cult is the use of obscure Vedic mantras, often changed so as to be quite meaningless and on that very account deemed the more efficacious for the acquisition of superhuman powers; as well as of mystic letters and syllables called bija (germ), of magic circles (chakra) and diagrams (yantra), and of amulets of various materials inscribed with formulae of fancied mysterious import.
Their original home seems to have been the district on the right bank of the Danube between the rivers Oescus (Iskr) and Iatrus (Yantra).
The tradition includes other rituals, including the identification with deities, yantra (mandalas or diagrams used to awaken higher consciousness) and mantra (sounds and words as the focus of concentration).
