The act of 1 9 02 also authorized the purchase of land belonging to the friars.

The construction of a harbour of refuge at Portland had been recommended in 1845; in 1847 an act was passed to facilitate the purchase of land there, and a sum of money was taken in the estimates for the erection of a prison which was begun next year.

He had won the affection of Omar, by his knowledge of the Koran and the Sunna of the Prophet, and by the fact that he had employed the first money he earned to purchase the freedom of his mother Somayya.

The Amir al-Omara was obliged to purchase from the latter the freedom of the pilgrimage to Mecca, at the price of a disgraceful treaty.

His conduct in following them up into the Spanish territory of Florida, in seizing Pensacola, and in arresting and executing two British subjects, Alexander Arbuthnot and Robert Ambrister, gave rise to much hostile comment in the cabinet and in Congress; but the negotiations for the purchase of Florida put an end to the diplomatic difficulty.

In Italy, where titles of nobility give no precedence at court, that of duke (duca) has lost nearly all even of its social significance owing to lavish creations by the popes and minor sovereigns, and to the fact that the title often passes by purchase with a particular estate.

During Jefferson's presidency and whilst Madison was secretary of state, by the purchase of Louisiana, Madison's campaign begun in i 780 for the free navigation of the Mississippi was brought to a successful close.

Homesteads belonging to the head of a family and containing 80 to 160 acres (according to value) if in the country, or a lot of ¢ to one acre (according to value), if in town, village or city, are exempt from liability for debts, excepting liens for purchase money, improvements or taxes.

In 1762 the territory passed to Spain, in 1780 back to France, and in 1803 to the United States as a part of the " Louisiana Purchase."

Treaties of commerce were concluded with the Langobard kings, thus assuring a market for the sale of imports from the East and for the purchase of agricultural produce.

The new prince, who was compelled to purchase his elevation with a heavy bribe, proceeded to the country which he was selected to govern, and of the language of which he was in nearly every case totally ignorant, accompanied by a horde of needy hangers-on; he and his acolytes counted on recouping themselves in as short a time as possible for their initial outlay and in laying by a sufficiency to live on after the termination of the prince's brief authority.

The homestead of a householder who is the head of a family or of any resident of the state who has attained the age of sixty years is exempt, to the value of $1500, or 160 acres of land, from execution and attachment arising from any debt, contract or civil obligation other than taxes, purchase money or improvements, so long as it is occupied by the owner or his or her family, and the exemption inures for the benefit of a widow, widower or minor children.

On coming of age he made an arrangement with the British government by which his income was reduced to £25,000 in consideration of advances for the purchase of an estate, and he finally settled at Elvedon in Suffolk.

The opportunity for developing water-power by the purchase of the canal around Pawtucket Falls (chartered for navigation in 1792) led them to choose the adjacent village of East Chelmsford as the site of their projected cotton mills; they bought the Pawtucket canal, and incorporated in 1822 the Merrimack Manufacturing Company; in 1823 the first cloth was actually made, and in 1826 a separate township was formed from part of Chelmsford and was named in honour of Francis Cabot Lowell, who with Jackson had improved Cartwright's power loom, and had planned the mills at Waltham.

The homestead of a householder or head of a family to the value of $2000 and properly recorded is exempt from levy, seizure, garnishment or forced sale, except for purchase money, for services of a labouring person or mechanic, for liabilities incurred by a public officer, fiduciary or attorney for money collected, for taxes, for rent or for legal fees of a public officer.

If the owner is a married man his homestead cannot be sold except by the joint deed of himself and his wife; neither can it be mortgaged without his wife's consent except for purchase money or for the erection or repair of buildings upon it.

The whole combination conslitutes a tackle or purchase.

According as one regards the Louisiana purchase as including or not including Texas to the Rio Grande (in the territorial meaning of the state of Texas of 1845), one may say that all of Colorado east of the meridian of the head of the Rio Grande, or only that north of the Arkansas and east of the meridian of its head, passed to the United States in 1803.

In 1820 he congratulated the new South American republics on having abolished slavery, but the same year the threats of the Southern states to destroy the Union led him to advocate the "Missouri Compromise," which, while keeping slavery out of all the rest of the territory acquired by the "Louisiana Purchase" north of Missouri's southern boundary line, permitted it in that state.

Viewed broadly, the financial resources of the earlier Empire were obtained from (1) the public land alike of the state and the Princeps; (2) the monopolies, principally of minerals; (3) the land tax; (4) the customs; (5) the taxes on inheritances, on sales and on the purchase of slaves (vectigalia).

The higher charge of 4% on the purchase of slaves, and the still heavier 5% on successions after death, were likewise established at the beginning of the Empire and specially applied to the full citizens.

The exemption may be claimed by either the husband or the wife, but may not be granted if each owns a home stead; and it does not extend to judgments rendered against the debtor on account of a mortgage, non-payment of the purchase money or supplies and labour for building and repairs.

In July 1808 Davy laid a request before the managers of the Royal Institution that they would set on foot a subscription for the purchase of a specially large voltaic battery; as a result he was provided with one of 2000 pairs of plates, and the first experiment performed with it was the production of the electric arc light between carbon poles.

On the 10th of May 1356 Wykeham first appears in the direct employment of the king, being appointed clerk of the king's works in the manors of Henley and Yeshampsted (Easthampstead) to pay all outgoings and expenses, including wages of masons and carpenters and other workmen, the purchase of stone, timber and other materials, and their carriage, under the view of one controller in Henley and two in Easthampstead.

On the 9th of October he acted as attorney to the king in the purchase of the manor of Thunderley, Essex.

The care bestowed on the selection and preparation of the drug in the Bengal opium-factories is such that the merchants who purchase it rarely require to examine it, although permission is given to open at each sale any number of chests or cakes that they may desire.

But she was politically unwise, and injured their cause by her readiness to purchase foreign help at the price of English interests.

To entitle the property to exemption, it must be registered as a homestead in the office of the county clerk, and it may be sold, then, only with the consent of the husband and wife, and the proceeds of the sale, to the amount of $moo, must be applied to the purchase of another homestead.

The exemption does not extend to a sale for unpaid taxes, for labour done on the homestead, materials furnished to it, or for a debt contracted in the purchase thereof, or prior to the recording of the notice.

But although the free settlers prospered, and were enabled to purchase land on very easy terms, they were dissatisfied with the administration of justice, which was in the hands of a judge-advocate assisted by military officers, and with the absence of a free press and representative institutions.

They also demanded permission to occupy the vast plains of the interior, without having to obtain by purchase or by grant the fee-simple of the lands upon which their sheep and cattle grazed.

The land policy of previous govern- Young's ments was entirely revised, and the Land Bill, framed by Sir John Robertson, introduced the principle of deferred payments for the purchase of crown lands, and made residence and cultivation, rather than a sufficient price, the object to be sought by the crown in alienating the public estate.

The county council under these acts has compulsory powers of purchase or hire if they are unable to acquire land by agreement and on reasonable terms. If an objection is made to an order for compulsory purchase or hire, the order will not be confirmed by the Board of Agriculture until after a local inquiry has been held.

The committee have power to purchase land, erect a hospital, provide all necessary appliances, and generally administer a hospital for the purposes above mentioned.

For the purpose of sewage disposal a district council may construct any works and contract for the use or purchase or lease of any land, buildings, engines, materials or apparatus, and contract to supply for a period not exceeding twenty-five years any person with sewage.

Under an act of 1879 the district council have power to provide and maintain a cemetery either within or without their district, and they may purchase or accept a donation of land for that purpose.

If there is no company having statutory powers of supply within their district, they may themselves undertake the supply of gas, and they may purchase the undertaking of any gas company within their district.

Every local authority may also, for purposes of the act, purchase or take on lease, sell or exchange, any lands.

Powers of compulsory purchase of lands are also given under the Lands Clauses Acts, but before these can be put in operation certain conditions must be observed.

Where the order is obtained by a person or body other than the district council, the council may purchase the undertaking at the end of twenty-one years after the tramways have been constructed or at the expiration of every subsequent period of seven years, and the terms of purchase are that the person or company must sell the undertaking upon payment of the then value, exclusive of any allowance for past or future profits of the undertaking, or any compensation for compulsory sale or other consideration whatsoever of the tramway, and all lands, buildings, works, materials and plant suitable to and used for the purposes of the undertaking.

The Public Improvement Act, when adopted, enables a parish council to purchase or lease, or accept gifts of land for the purpose of forming public walks, exercise or play grounds, and ublic to provide for the expense by means of a parish improve- Improve- ment rate.

Very soon thereafter the first official overtures by the United States for the purchase of Russian America were made during the presidency of James Buchanan.

In 1867, by a treaty signed on the 30th of March, the purchase was consummated for the sum of $7,200,000, and on the 18th of October 1867 the formal transfer of the territory was made at Sitka.

This latter law directs the state fish commissioner to purchase such lobsters whenever caught and either to liberate them or to sell them to the United States for keeping in a fish hatchery.

Revenue is derived from an ad valorem tax on all imports; the purchase and sale of animals; from royalties on trading concessions, and in other ways, including fees for the administration of justice.

He was a member of the committee on finance throughout his service in the Senate, and his first speech in that body was a defence of the free coinage of silver and a plea for the preservation of the full legal tender value of greenback currency, though in 1893 he voted to repeal the silver purchase clause of the Sherman Act.

This he felt constrained to do, much against his personal desire; and subsequently he attempted in vain to purchase Sims's freedom, and many years later appointed him to a position in the department of justice at Washington.

Vast numbers of specimens have since been added to it both by purchase and from excavations, and it is now unique as a treasure house of Italo-Greek and Roman antiquities, besides containing a fine library and an important collection of pictures.

In the meantime the earl of Arundel had made a vain attempt to purchase one of these volumes (the Codice Atlantico?) at a great price for the king of England.

Peasants having no land might purchase the smaller lots on very easy terms. Those who already held less than 122 acres might purchase up to that amount.

Among defeated amendments that are indicative of socio-political tendencies was one (1896) to authorize cities of a population of 30,000 or more to purchase, erect or maintain waterworks or lighting plants.

In 1818, after passing meanwhile through four stages of limited selfgovernment, 3 that portion of the Purchase now included in the state of Missouri made application for admission to the Union as a state.

In 1590 he was thrown into prison, and had to purchase his freedom at the same expense as before.

In 1671 the first purchase of land from the Hottentots beyond the limits of the fort built by Riebeek marked the beginning of the Colony proper.

In 1626 the Dutch and English made an unsuccessful attempt to gain possession of the island of Bombay, and in 1653 proposals were suggested for its purchase from the Portuguese.

The Morrill Act prescribed that the proceeds from the sale of this land should not be used for the purchase, erection or maintenance of any building or buildings.

There is no evidence that Elizabeth granted Shaftesbury a charter, as has been asserted, but she confiscated the common lands in 1585, the town only recovering them by purchase.

A homestead of this size is exempt from levy for the debts of the intestate except in case of an incumbrance given by consent of both husband and wife, or of obligations for purchase money, or of liens for making improvements, and the homestead of a family cannot be alienated without the joint consent of husband and wife.

But this movement of hunters, trappers, traders, Mormons, miners and homeseekers left nothing to show of settlement in Kansas, for which, therefore, the succession of Territorial governments organized for the northern portion of the Louisiana Purchase had no real significance.

Henry concluded a treaty with Florence, by which that republic undertook to receive his ships in its harbours and to allow them to purchase all eastern goods that they might require.

The protectors offer to restore Boulogne could not purchase French acquiescence in the union of England and Scotland; and the bickerings on the borders in France and open fighting in Scotland led the French to declare wan on England in August 1549.

The Confederates, naturally anxious to harass the commerce of their enemies, endeavotired from the commencement of hostilities to purchase armed cruisers from builders of neutral nations.

But the Lords ventured to reject a measure for the introduction of the ballot at elections, and refused to proceed with a bill for the abolition of purchase in the army.

Two appointments, one to a judicial office, the other to an ecclesiastical preferment, in which Gladstone, about the same time, showed more disposition to obey the letter than the spirit of the law, confirmed the impression which the abolition of purchase had made.

The authority of the new king was quickly recognized in his kingdom, which covered the greater part of France north of the Loire with the exception of Brittany, and in a shadowy fashion he was acknowledged in Aquitaine; but he was compelled to purchase the allegiance of the great nobles by large grants of royal lands, and he was hardly more powerful as king than he had been as duke.

This went to the purchase of Hughenden Manor - not, of course, a great property, but with so much of the pleasant and picturesque, of the dignified also, as quite to explain what it was to the affectionate fancy of its lord.

The difficulties of purchase by England were then arrayed by Lord Derby.

It is enough to add here that on receipt of the answer the purchase for England was taken up and went to a speedy conclusion.'

In 1424-1425 Prince Henry attempted to purchase the Canaries, and began the colonization of the Madeira group, both in Madeira itself and in Porto Santo; to aid this latter movement he procured the famous charters of 1430 and 1433 from the Portuguese crown.

In 1445-1446, again, Dom Henry renewed his earlier attempts (which had failed in 1424-1425) to purchase or seize the Canaries for Portugal; by these he brought his country to the verge of war with Castile; but the home government refused to support him, and the project was again abandoned.

Soon after the purchase President Benjamin Harrison issued a proclamation announcing that this land would be opened to homestead settlement at twelve o'clock noon, on the 22nd of April 1889.

In the meantime negotiations were begun for acquiring a clear title to the unoccupied portion of the Cherokee Strip, for individual allotments to the members of the several small tribes who had received tribal allotments since 1866, and for the purchase of what remained after such individual allotments had been made.

Although, then, the chief is lord of the soil, the inferior chiefs and individual families have equally distinct rights in it, subject to payment of certain dues; and the idea of permanent alienation of land by purchase was never perhaps clearly realized.

In this post he performed the most memorable actions of his life by the abolition of purchase and the institution of the short service system and the reserve in the army, measures which excited more opposition than any of the numerous reforms effected by the Gladstone government of that period, but which were entirely justified by their successful working afterwards.

When a strong Greek city threatens a weak one, and seeks to purchase Athenian connivance with the bribe of a border-town, Athens must remember that duty and prudence alike command her to respect the independence of all Greeks.

Another outstanding feature has been the effect of the Land Purchase Acts in transferring the ownership of the land from the landlords to the tenants.

Agricultural societies have been established for the purchase of seed, implements, &c., on co-operative lines and of these there are 150, with a membership of some 14,000.

The system is rounded off by a number of trade federations for the sale and purchase of various commodities.

Although the acts of 1870 and 1881 provided facilities for the purchase of holdings by the tenants, it was only after the passing of the Ashbourne Act in 1885 that the transfer of ownership to the occupying tenants began on an extended scale.

Under the Wyndham Act of 1903 the process was greatly extended., The following tables give summarized particulars, for the period from the 1st of November 1903 to the 31st of March 1906, of (1) estates for which purchase agreements were lodged in cases of sale direct from landlords to tenants; (2) estates for the purchase of which the Land Commission entered into agreements under sects.

Under the Land Purchase Act 1891, a portion of the Sea Fisheries Fund was reserved for administration by the inspectors of fisheries in non-congested districts.

This body was constituted by the Purchase of Land Act 1891, and is composed of the chief secretary, a member of the Land Commission and five other members.

Marriage by purchase was universal, and the wealth of the contracting parties constituted the primary element of a legitimate union.

The enormous profits of the contraband trade with France enabled Ireland to purchase English goods to an extent greater than her whole lawful traffic. The moral effect was disastrous.

A Land Purchase Bill was accordingly introduced on the 16th of April by the prime minister under " an obligation of honour and policy," to use his own words.

The Irish landlords, however, showed no disposition to sell their country, and the Purchase Bill was quickly dropped, though Gladstone had declared the two measures to be inseparable.

The " dissentient Liberals," as Gladstone always called them, were not converted by the abandonment of the Purchase Bill, and on the 7th of June 93 of them voted against the second reading, [From Anglo-Norman Invasion] of this movement was that tenants should offer what, , they were pleased to consider a fair rent, and if it was refused, should pay the money into the hands of a committee.

The principal Irish measure passed in 1891 was Mr Balfour's Purchase Act, to extend and modify the operation of the Ashbourne acts.

Compulsory purchase became a popular cry, especially in Ulster.

The Purchase Act was not the only one relied on by Mr Balfour.

Plunkett, but also from the Congested Districts Board founded under the Land Purchase Act of 1891.

Lord Dunraven presided, and it was agreed to recommend a great extension of the Land Purchase system with a view to give the vendor as good an income as before, while decreasing the tenants' annual burden.

This was attempted in Mr Wyndham's Land Purchase Act of 1903, which gave the tenants a material reduction, a bonus of 12% on the purchase-money being granted to vendors from funds provided by parliament.

A homestead in lands to the value of $t000, the products of the same, and personal property to the value of $500 which belong to the head of a family or to the husband and wife jointly are exempt from attachment, levy or sale except for taxes, purchase money or debts contracted in making improvements or repairs.

The result of the revolution was accepted in England, and the colony at once came under royal control, although the rights of the proprietors were not extinguished by purchase until 1729.

In the period between the signing of the treaty of Versailles and 1885 the small territories which form the colony proper were acquired by purchase or cession from native kings.

He was usually represented as one-eyed, having left an eye in pawn that he might purchase a draught from Mimir's well.

Why had the monarchy been forced to purchase the obedience of the upper classes and the provinces with immunities which enfeebled it without limiting it?

The land on which the city lies, being divided by the Mississippi river,was for many years under different sovereignties, the east side becoming United States territory at the close of the War of Independence, while the west side, after being under Spanish and French rule, did not become a part of the United States until the purchase of Louisiana in 1803.

This it did at one time hold, when the treasure acquired by the discovery of America and the conquest of Mexico and Peru was squandered in the purchase of various commodities from England, the Netherlands and other countries.

Church and nobles alike were for ever extending their borders by purchase, or trying to do so by force.

Portugal had to submit to far harsher terms, and could only purchase peace by the cession of territory in Guiana, by a disadvantageous treaty of commerce, and by payment of twenty-five million francs.

Batavia was laid out in 1801 by Joseph Ellicott (1760-1826), the engineer who had been engaged in surveying the land known as the "Holland Purchase," of which Batavia was a part.

He sent his master of the horse abroad to purchase a number of foreign horses and mares for breeding, and the mares brought over by him (as also many of their produce) were called " royal mares "; they form a conspicuous feature in the annals of breeding.

Marquette mapped the Platte from hearsay in 1673; French explorers followed it to the Forks in 1739; and, after Nebraska passed to the United States in 1803 as part of the Louisiana Purchase, successive American exploring expeditions left traces in its history.

The sum of £50o,000 was voted for the purchase of the manor and the erection of the building, a huge pile built by Sir John Vanbrugh, in a heavy Italo-Corinthian style.

He was found guilty, and was sentenced to pay a fine of £loo, while his expenses as defendant amounted to about 14,000, a sum that was at once raised by public subscription, a surplus being spent on the purchase of Rednall, a small property picturesquely situated on the Lickey Hills, with a chapel and cemetery, where Newman now lies buried.

So long as the political relations of such a company are with savages or semi-savages, it may be left free to act, but directly it becomes involved with a civilized power the state has (if it wishes to retain the territory) to acquire by purchase the political rights of the company, and it is obviously much easier to induce a popular assembly to grant money for the purpose of maintaining rights already existing than to acquire new ones.

I.n 1918 he was appointed chief of the division of purchase, storage and traffic, and he was also a member of the War Industries Board.

The site of New Rochelle is part of a purchase by Thomas Pell in 1654 and of a grant to him by Richard Nicolls in 1666; it was sold in 1689 to Jacob Leisler.

The elector's death was followed ten days later by that of his brother, John, and as John left no sons the whole of Brandenburg, together with the districts of Beeskow and Storkow which had been added by purchase to the new mark, were united under the rule of his nephew, John George.
