The construction of a harbour of refuge at Portland had been recommended in 1845; in 1847 an act was passed to facilitate the purchase of land there, and a sum of money was taken in the estimates for the erection of a prison which was begun next year.
He had won the affection of Omar, by his knowledge of the Koran and the Sunna of the Prophet, and by the fact that he had employed the first money he earned to purchase the freedom of his mother Somayya.

The homestead of a householder or head of a family to the value of $2000 and properly recorded is exempt from levy, seizure, garnishment or forced sale, except for purchase money, for services of a labouring person or mechanic, for liabilities incurred by a public officer, fiduciary or attorney for money collected, for taxes, for rent or for legal fees of a public officer.
If the owner is a married man his homestead cannot be sold except by the joint deed of himself and his wife; neither can it be mortgaged without his wife's consent except for purchase money or for the erection or repair of buildings upon it.

Plunkett, but also from the Congested Districts Board founded under the Land Purchase Act of 1891.
Lord Dunraven presided, and it was agreed to recommend a great extension of the Land Purchase system with a view to give the vendor as good an income as before, while decreasing the tenants' annual burden.
This was attempted in Mr Wyndham's Land Purchase Act of 1903, which gave the tenants a material reduction, a bonus of 12% on the purchase-money being granted to vendors from funds provided by parliament.
