By additional secret articles it was agreed that, in the event of the Porte not accepting the offered mediation, consuls should be established in Greece, and an armistice proposed to both belligerents and enforced by all the means that should " suggest themselves to the prudence " of the high contracting powers.

In general it was allowed that these means should be the " pacific blockade " proposed by the tsar.

The Ottoman government, seeking to gain time, proposed a " mixed commission " of inquiry; and to this France agreed, on condition that no documents later than 1740 should be admitted as evidence.

In August a conference of the four powers assembled at Vienna, but the settlement they proposed, which practically conceded everything demanded by Russia except the claim to the protectorate, though accepted by the tsar, was rejected by the Porte, now fallen into a mood of stubborn resentment at the Russian invasion.

Various theories have been from time to time proposed to account for this complex of enactments.

The presentation was accompanied by a kind of mathematical performance, in which Leonardo solved several hard problems proposed to him by John of Palermo, an imperial notary, whose name is met with in several documents dated between 1221 and 1240.

He intended taking monastic orders, but in 1798 the occupation of the city by the French troops drove him from Rome and changed his proposed career.

The fact being established that magnetism is essentially a molecular phenomenon, the next step is to inquire what is the constitution of a magnetic molecule, and why it is that some molecules are ferromagnetic, others paramagnetic, and others again diamagnetic. The best known of the explanations that have been proposed depend upon the magnetic action of an electric current.

There are strong reasons for believing that magnetism is a phenomenon involving rotation, and as early as 1876 Rowland, carrying out an experiment which had been proposed by Maxwell, showed that a revolving electric charge produced the same magnetic effects as a current.

For these Lamarck proposed the name Hexapoda; but that name has been little used, and they have retained to this day the title of the much larger Linnaean group, viz.

Before a committee of the council Russell, on the 28th of June, acknowledged his presence at the meeting, but denied all knowledge of the proposed insurrection.

The method indeed fails for equations of an order above the fourth, because it then involves the solution of an equation of higher dimensions than they proposed.

Various measures were proposed which would but have aggravated the situation.

On the 8th of August 1843 the Natal volksraad unanimously agreed to the terms proposed by Lord Stanley.

In 1890 the elections to the council led to the return of a majority in favour of accepting self-government, and in 1893 a bill in favour of the proposed change was passed and received the sanction of the Imperial government.

With regard, however, to the proposed transfer of territory from the Orange River Colony, the circumstances were different.

Many of his friends urgently pressed him to accept; but without a moment's hesitation he determined to decline the proposed honour.

In response to this appeal, Mr Chamberlain, in a despatch dated the 10th of May, proposed a conference at Pretoria.

Any one who proposed a new law or the alteration of one already existing was subjected to the same test, which continued in force till the 4th century and even later.

Four lines of surface tramways and four railway lines in shallow tunnels were proposed along these avenues.

Many widenings and other improvements of existing thoroughfares, and extensions of tramways were proposed, and detailed recommendations were made as regards urban and suburban railways, and the rehousing of the working population on the outskirts of London.

In such cases preliminary surveys should be made to determine the thickness of rock over the proposed workings.

Sir Sackville Carden, the British commander-in-chief in those waters, proposed that a fleet should try to destroy the Ottoman forts in the Straits and to clear away the mine-fields sown in the channel, by adopting a process of methodical advance.

Re-elected to the Convention, he opposed the pretensions of the Commune and the proposed grant of money to the municipality of Paris by the state.

Thus all historians are agreed with regard to the Babylonian chronology back to the year 747 B.C., and with regard to that of Assyria back to the year 911 B.C. It is in respect of the periods anterior to these two dates that different writers have propounded differing systems of chronology, and, as might be imagined, the earlier the period we examine the greater becomes the discrepancy between the systems proposed.

Since its publication in 1884 the Babylonian List of Kings has furnished the framework for every chronological system that has been proposed.

The systems with the highest dates are placed first in the list; where a writer has produced more than one system, these are grouped together, the highest dates proposed by him determining his place in the series.

A second group of systems may be said to consist of those proposed by Lehmann-Haupt, Marquart, Peiser, and Rost, for these writers attempted to get over the discrepancies in the data by emending some of the figures furnished by the inscriptions.

In 1891, with the object of getting the total duration of the dynasties to agree with the chronological system of Berossus and with the statement of Nabonidus concerning Khammurabi's date, Peiser proposed to emend the figure given by the Kings' List for the length of Dynasty III.

A third group of systems comprises those proposed by Hommel and Niebuhr, for their reductions in the date assigned to Dynasty I.

The extremely low dates proposed by Hommel in 1898 were due to his adoption of Peiser's emendation for the length of Dynasty III., in addition to his own elimination of Dynasty II.

The Ghibellines even proposed to raze the walls of the city, but Farinata degli Uberti strongly opposed the idea, saying that "he had fought to regain and not to ruin his fatherland."

This g Y P Y PP Y infamous law, however, aroused so much opposition that some of the very men who had proposed it assembled in secret to discuss its abolition, and a quarrel between the Albizzi and the Ricci having weakened the parte, a balia of 56 was agreed upon.

Salvestro de' Medici, who had always opposed the parte, having been elected gonfaloniere in spite of its intrigues, proposed a law for the abolition of the admonitions, which was eventually passed (June 18, 1378), but the people had been aroused, and desired to break the power of the parte for good.

Savonarola also proposed a court of appeal for criminal and political crimes tried by the Otto di guardia e balia; this too was agreed to, but the right of appeal was to be, not to a court as Savonarola suggested, but to the Greater Council, a fact which led to grave abuses, as judicial appeals became subject to party passions.

Pulpit warfare was waged between Savdnarola and his opponents, and the matter ended in his being forbidden to preach and in a proposed ordeal by fire, which, however, never came off.

King Louis thereupon proposed an oecumenical Pisa council so as to create a schism in the Church, and (1510).

Bestuzhev prevent the signing of a Russo-Prussian defensive alliance (March 1 743); but he deprived it of all political significance by excluding from it the proposed guarantee of Frederick's Silesian conquests.

To prevent undergound intrigues, Bestuzhev now proposed the erection of a council of ministers, to settle all important affairs, and at its first session (14th-30th of March) an alliance with Austria, France and Poland against Frederick II.

Besides, denunciation would not have meant a return to prior conditions; for other countries would have continued the convention, and probably with success, and would have proposed prohibitive or retaliatory duties in respect of British sugar, with bad results politically.

In 1405 he opposed in the royal council a scheme of taxation proposed by the duke of Orleans, which was nevertheless adopted.

On the ground that peace was not sufficiently assured by the Pouilly meeting, a fresh interview was proposed by the dauphin and took place on the 10th of September 1419 on the bridge of Montereau, when the duke of Burgundy was felled with an axe by Tanneguy du Chastel, one of the dauphin's companions, and done to death by the other members of the dauphin's escort.
