Jerusalem is the chief town of a sanjak, governed by a mutessarif, who reports directly to the Porte.
The government was put into the hands of a mutessarif resident at Sheikh Saad, under whom are kaimakams at Suweda and Salkhad.
In 1884 it was raised in administrative rank from a Kaza to a Sanjak, and the governor became a Mutessarif.
As the seat of a mutessarif, a Greek metropolitan and an Armenian archbishop, Ismid retains somewhat of its ancient dignity, but the material condition of the town is little in keeping with its rank.
