The council held eight meetings, at which many matters of intercolonial interest were discussed.

On the 6th of September the silver mines closed down, and a week later a conference of employers issued a manifesto which was met next day by a counter-manifesto of the Intercolonial Labour Conference, and almost immediately afterwards by the calling out of 40,000 men.

This seems to have been the only instance of an intercolonial provision for the return of fugitive slaves; there were, indeed, not infrequent escapes by slaves from one colony to another, but it was not until after the growth of anti-slavery sentiment and the acquisition of western territory, that it became necessary to adopt a uniform method for the return of fugitive slaves.

Therefore, in response to their repeated complaints of the weakness of the English arising from disunion, Governor Fletcher, in 1694, called another intercolonial conference consisting of delegates from New York, Massachusetts, Connecticut and New Jersey, and urged the necessity of more united feelings.

In view of the dissolution of the intercolonial council a convention was signed at Pretoria on the 29th of May which made provision for the division of the common property, rights and liabilities of the Orange Colony and the Transvaal in respect to the railways and constabulary, and established for four years a joint board to continue the administration of the railway systems of the two colonies.

The chief seaports from east to west are Halifax, N.S., Sydney, N.S., St John, N.B., Quebec and Montreal on the Atlantic; and Vancouver, Esquimalt and Victoria, B.C.; on the Pacific. Halifax is the ocean terminus of the Intercolonial railway; St John, Halifax and Vancouver of the Canadian Pacific railway.

With the first of the four large systems is connected the Grand Trunk Pacific. The Intercolonial, as also a line across Prince Edward Island, is owned and operated by the federal government.

In 1769 he acted as moderator of the privately convened assembly which entered into the nonimportation agreement, and in May 1773 he became chairman of the first Virginia intercolonial committee of correspondence.

Jefferson was prominent in all; was a signer of the Virginia agreement of non-importation and economy (1769); and was elected in 1774 to the first Virginia convention, called to consider the state of the colony and advance intercolonial union.

The Boer governments had done little to promote irrigation, but during1905-1907a strong intercolonial commission investigated the subject as it affected the Transvaal and Orange Free State, and their final report, issued at Pretoria in 1908, contains full particulars as to the irrigation possibilities in those provinces.

It is a regular port of call for several intercolonial lines from Sydney and Melbourne, and for lines from London to New Zealand.

Thomas Lynch (c. 1720-1776), Christopher Gadsden (1724-1805), and John Rutledge (1739-1800) attended the Stamp Act Congress of 1765, an intercolonial committee of correspondence was appointed in 1773, and delegates were sent to the Continental Congress in 1774 and 1775.

But on account of the threatened absorption of a part of the Connecticut territory by the Colony of New York granted to the duke of York in 1664, and the news that a commission had been appointed in England to settle intercolonial disputes, they finally assented to the union in 1665.

The questions which would claim the exercise of such a jurisdiction appear to be (I) intercolonial tariffs and the coasting trade; (2) railways, roads, canals, and other such works running through any two of the colonies; (3) beacons and lighthouses on the coast; (4) intercolonial gold regulations; (5) postage between the said colonies; (6) a general court of appeal from the courts of sucn colonies; (7) a power to legislate on all other subjects which may be submitted to them by addresses from the legislative councils and assemblies of the colonies, and to appropriate to any of the above-mentioned objects the necessary sums of money, to be raised by a percentage on the revenues of all the colonies interested."

The house of burgesses of 1769, and its successors in 1773 and 1774, were dissolved by the governor (see Virginia) for their action on the subject of colonial grievances and intercolonial co-operation.
