Thomas Kinnicutt Beecher (1824-1900), another son, born at Litchfield, Connecticut, on the 10th of February 1824, was pastor of the Independent Congregational church (now the Park church), at Elmira, New York, one of the first institutional churches in the country, from 1854 until his death at Elmira on the 14th of March 1900.

He was also one of the officers of the force defeated by General John Sullivan in the engagement at Newtown (Elmira), N.Y., on the 29th of August 1779.

The state commission of prisons consists of seven members appointed by the governor with the consent of the Senate for a term of four years, and the institutions under its supervision in 1910 were the Sing Sing State Prison,' at Ossining, the Auburn State Prison at Auburn, the Clinton State Prison at Dannemora, the New York State Reformatory at Elmira, the Eastern New York Reformatory at Napanoch, five county penitentiaries, and all other institutions for the detention of sane adults charged with or convicted of crime, or retained as witnesses or debtors.

In the state reformatory at Elmira (which, like that at Napanoch, is for men between sixteen and thirty years of age who have been convicted of a state prison offence for the first time only), the plan of committing adult felons on an indeterminate sentence to be determined by their behaviour was first tested in America in 1877, and it has proved so satisfactory that it has been in part adopted for the state prisons.

In 1779 Sullivan, with about 4000 men, defeated the Iroquois and their Loyalist allies at Newtown (now Elmira), New York, on the 29th of August, burned their villages, and destroyed their orchards and crops.

During the summer General John Sullivan marched with a large force against the Indians (all the Iroquois tribes except the Oneidas and part of the Tuscaroras siding with the British during the war) and against the Loyalists of western New York, who had been committing great depredations along the frontier; and on the 29th of August he inflicted a crushing defeat upon them at Newtown, on the site of the present Elmira.

In September 1864 he became colonel of the 127th United States Colored Infantry; in 1864-1865 was in command of the prison camp at Elmira, New York, and in March 1865 was breveted brigadier-general of volunteers.

In 1862 he removed to Elmira, New York, where in 1864 he was admitted to the bar.

In 1882 he was elected mayor of Elmira, and in the same year was chosen lieutenant-governor of the state, having been defeated for nomination as governor by Grover Cleveland.

The Borstal scheme of a juvenile-adult reformatory has been to some extent planned on the institutions of Elmira reformatory in the state of New York and of Concord in Massachusetts (see Juvenile Offenders).
