The working of collieries in the United Kingdom is subject to the provisions of the Coal Mines Regulation Act 1887, as amended by several minor acts, administered by inspectors appointed by the Home Office, and forming a complete disciplinary code in all matters connected with coal-mining.

Bills for raising revenue may originate only in the House of Representatives, but may be amended or rejected by the Senate.

Owing to a clause in the constitution forbidding the issue of bank charters, the financial business of the state was controlled by national and private banks until 1904, when the constitution was amended and provision was made for the incorporation of state banks under a system of state supervision, regulation and control, deposits being guaranteed as in the Oklahoma banking system.

The present one admits of amendment by a vote of a majority of the members of both houses of the legislature, followed by a majority vote of the electors in the state voting on the amendment; and by this process it was amended in 1868, 1880, 1884 and 1904.

The Judiciary Act of 1789 (as amended by subsequent legislation) provides for the appeal to the Supreme Court of the United States of a final judgment or decree in any suit rendered in the highest court of a state in which a decision in the suit could be had where is drawn in question the validity of a treaty or statute for an authority exercised under the United States, and the decision is against their validity; or where is drawn in question the validity of a statute of, or an authority exercised under, any state, on the ground of their being repugnant to the Constitution, treaties or laws of the United States, and the decision is in favor of their validity; or where any title, right, privilege or immunity is claimed under the Constitution, or any treaty or statute of, or commission held or authority exercised under the United States, and the decision is against the title, right, privilege or immunity specially set up or claimed by either party under the Constitution, treaty, statute, commission or authority.

In 1755 he submitted to the English government an amended body of MS. tables, which James Bradley compared with the Greenwich observations, and found to be sufficiently accurate to determine the moon's place to 75", and consequently the longitude at sea to about half a degree.

In the state of Massachusetts, for instance, an act passed in 1892, and subsequently amended, provides that political committees shall file a full statement, duly sworn to, of all campaign expenditures made by them.

This act was amended in 1897 to meet the wishes of the Roman Catholic minority, but separate schools were not reestablished; nor was the council divided into denominational committees.

Shields (1825-1904), who afterwards entered the Protestant Episcopal Church, republished and urged the adoption of the Book of Common Prayer as amended by the Westminster Divines in the royal commission of 1661; and Henry Van Dyke was prominent in the latter stage of the movement for a liturgy.

North Carolina has been governed under the charters of 1663 and 1665 (1663-1729), under commissions and instructions from the crown (1729-1776), and under the state constitutions of the 18th of December 1776 (amended in 1835, in 1856, and in the Secession Convention of 1861) and of April 1868 (amended in 1872-1873, 1875, 2 1819 i 1888 and 1899).

Caldwell (1818-1874), there was some improvement in the condition of affairs, and in 1875 a constitutional convention, in session at Raleigh, with the Democrats slightly in the majority, amended the constitution, their work being ratified by the people at the state election in 1876.

This bill was passed by the Democratic House on the 21st of July, and was then so amended by a Republican Senate as to be unacceptable to the house.

A tariff bill introduced in the House by William Lyne Wilson (1843-1900), of West Virginia, chairman of the Committee of Ways and Means, was so amended in the Senate, through the instrumentality of Senator Arthur Pue Gorman and a coterie of anti-administration democratic senators, that when the bill eventually came before him, although unwilling to veto it, the president signified his dissatisfaction with its too high rates by allowing it to become a law without his signature.

The compulsory education law as amended in 1907 and 1909 requires the full attendance at a public school, or at a school which is an approximate equivalent, of all children who are between seven and fourteen years of age, are in the proper physical and mental condition, and reside in a city or school district having a population of 5000 or more and employing a superintendent of schools; in such a city or district children between fourteen and sixteen years must attend school unless they obtain an employment certificate and are regularly engaged in some useful employment or service; and outside of such a city or district all children between the ages of eight and fourteen years and those between fourteen and sixteen years who are not regularly employed must attend school on all school days from October to June.

In 18 9 8 the divorce law was amended on the lines of the Stephen Act of New South Wales, a change which helped to treble the number of petitions for divorce in the next seven years.

The law of the province is the Roman-Dutch law, in so far as it has been introduced into and is applicable to South Africa, and as amended by local acts.

At the conclusion of its work it recommended greater military control for each of the several states and that the Federal constitution be so amended that representatives and direct taxes should be apportioned among the several states " according to their respective numbers of free persons," that no new state should be admitted to the Union without the concurrence of two-thirds of both Houses of Congress, that Congress should not have the power to lay an embargo for more than sixty days, that the concurrence of two-thirds of the members of both Houses of Congress should be necessary to pass an act " to interdict the commercial intercourse between the United States and any foreign nation or the dependencies thereof " or to declare war against any foreign nation except in case of actual invasion, that " no person who shall hereafter be naturalized shall be eligible as a member of the Senate or House of Representatives of the United States, nor capable of holding any civil office under the authority of the United States," and that " the same person shall not be elected president of the United States a second time; nor shall the president be elected from the same state two terms in succession."

The bills taken up for action are debated and freely amended by the committees, and sometimes public hearings are held.

Bills imposing taxation or appropriating revenue must not originate in the Senate, and neither taxation bills nor bills appropriating revenue for the annual service of the government may be amended in the Senate, but the Senate may return such bills to the House of Representatives with a request for their amendment.

Although the amended theory as worked out by Maxwell is in rough agreement with certain leading phenomena of magnetization, it fails to account for many others, and is in some cases at variance with observed facts.
