Each district elects a supervisor for a term of four years, and the district supervisors constitute a county board of supervisors, which represents the county as a corporation, manages the county property and county business, levies the county taxes, audits the accounts of the county, and recommends for appointment by the circuit court a county surveyor and a county superintendent of the poor.
Ohm introduced the clear idea of current strength as an effect produced by electromotive force acting as a cause in a circuit having resistance as its quality, and showed that the current was directly proportional to the electromotive force and inversely as the resistance.
He found that at the moment the current in the battery circuit was started or stopped, transitory currents appeared in the galvanometer circuit in opposite directions.
In ten days of brilliant investigation, guided by clear insight from the very first into the meaning of the phenomena concerned, he established experimentally the fact that a current may be induced in a conducting circuit simply by the variation in a magnetic field, the lines of force of which are linked with that circuit.
In the 26th series (1850) he returned to a discussion of magnetic lines of force, and illuminated the whole subject of the magnetic circuit by his transcendent insight into the intricate phenomena concerned.

Blondlot and P. Curie afterwards suggested that a single electrometer could be constructed with two pairs of quadrants and a duplicate needle on one stem, so as to make two readings simultaneously and produce a deflection proportional at once to the power being taken up in the inductive circuit.
The needle is charged to a potential of 50 to 200 volts by means of a dry pile or voltaic battery, or from a lighting circuit.

The judiciary consists of a supreme court of three judges, elected every six years, and circuit and probate courts, the five district judges being elected every four years.
The administration of justice is entrusted to a supreme court, a continually increasing number of circuit courts (thirty-eight in 1909), one probate court in each county, and not exceeding four justices of the peace in each township. The supreme court is composed of one chief justice and seven associate justices, all elected for a term of ten years, not more than two retiring every two years; it holds four sessions annually, exercises a general control over the inferior courts, may issue, hear and determine any of the more important writs, and has appellate jurisdiction only in all other important cases.
There is only one circuit court judge for a circuit, unless the legislature provides for the election of more; the term of office is six years.
Circuit court judges have original jurisdiction in most matters civil and criminal, hear appeals from the lower courts, and must hold at least four sessions annually in each county of the circuit.
Each county elects a judge of probate for a term of four years; he has original concurrent jurisdiction with the circuit court in matters of probate, and has original jurisdiction in all cases of juvenile delinquents and dependents.
And we then say that a curve consists of one or more circuits; thus the right line, or curve of the first order, consists of one circuit; a curve of the second order consists of one circuit; a cubic curve consists of one circuit or else of two circuits.
A circuit is met by any right line always in an even number, or always in an odd number, of points, and it is said to be an even circuit or an odd circuit accordingly; the right line is an odd circuit, the conic an even circuit.
And we have then the theorem, two odd circuits intersect in an odd number of points; an odd and an even circuit, or two even circuits, in an even number of points.
An even circuit not cutting itself divides the plane into two parts, the one called the internal part, incapable of containing any odd circuit, the other called the external part, capable of containing an odd circuit.
A non-singular cubic is simplex, consisting of one odd circuit, or it is complex, consisting of one odd circuit and one even circuit.
It may be added that there are on the odd circuit three inflections, but on the even circuit no inflection; it hence also appears that from any point of the odd circuit there can be drawn to the odd circuit two tangents, and to the even circuit (if any) two tangents, but that from a point of the even circuit there cannot be drawn (either to the odd or the even circuit) any real tangent; consequently, in a simplex curve the number of tangents from any point is two; but in a complex curve the number is four, or none, - f our if the point is on the odd circuit, none if it is on the even circuit.
It at once appears from inspection of the figure of a non-singular cubic curve, which is the odd and which the even circuit.
The singular kinds arise as before; in the crunodal and the cuspidal kinds the whole curve is an odd circuit, but in an acnodal kind the acnode must be regarded as an even circuit.
A non-singular quartic has only even circuits; it has at most four circuits external to each other, or two circuits one internal to the other, and in this last case the internal circuit has no double tangents or inflections.

If the circuit is open, as represented in the diagram, the flow will cease as soon as it has raised the potential of the iron 3844 microvolts above that of the lead.
If the circuit is cut at this point, there remains a difference of potential E =1184 microvolts, the resultant E.M.F.
If the circuit is closed, there will be a current C=E/R, where R=R'--FR", the sum of the resistances of the lead and iron.
The metals are supposed to be all joined together at the hot junction, and the circuit cut in the lead near the cold junction.

It is not, however, necessarily implied in the reasoning or in the equations given by Thomson, which are not founded on any assumptions with regard to the seat of the E.M.F., but only on the balance of heat absorbed and evolved in all the different parts of the circuit.

The administration of justice is vested in a supreme court, a court of civil appeals, chancery courts, circuit courts, county courts, j ustice of the peace courts, and, in certain cities and towns, a recorder's court.
This court has jurisdiction of appeals from equity courts in which the amount in controversy does not exceed $1000, except in cases involving the constitutionality of a Tennessee statute, contested election or state revenue, and ejectment suits; it has jurisdiction also of civil cases tried in the circuit and common law courts in which writs of error or appeals in the nature of writs of error are applied for.
The court has exclusive original jurisdiction in equity cases in which the amount in controversy exceeds fifty dollars, concurrent jurisdiction with the county court in such matters as the administration of estates, the appointment and removal of guardians, and concurrent jurisdiction with the circuit courts in proceedings for divorce.
The state is also divided into nineteen circuits, in each of which a circuit judge is elected for a term of eight years, and at every county-seat in each circuit a circuit court is held.
The original jurisdiction of the circuit courts extends to all cases both civil and criminal not exclusively conferred upon some other court, and they have appellate jurisdiction in all suits and actions begun in the lower courts.
This contact may be made to close the circuit of a suitable voltmeter, or to charge a condenser in connexion with it, and the reading of the voltmeter will therefore not be the average or effective voltage of the alternator, but the instantaneous value of the electromotive force corresponding to that instant during the phase, determined by the position of the rotating contact slip with reference to the poles of the alternator.
If the contact springs can be moved round the disk so as to vary the instant of contact, we can plot out the value of the observed instantaneous voltage of the machine or circuit in a wavy curve, showing the wave form of the electromotive force of the alternator.
In the Hospitalier ondograph, 1 a synchronous electric motor driven in step with the periodic current in the circuit being tested drives a cylinder of insulating material having a metallic slip let into its edge.
Three springs press against the cylinder and make contact for a short time during each revolution, so that a condenser is charged by the circuit at an assigned instant during the alternating current phase, and then subsequently connected to a voltmeter.
A pair of contact springs are slowly shifted over so as to close the circuit at successive assigned instants during a complete phase.
A ray of light is reflected from this mirror and from another mirror which is rocked by a small motor driven off the same circuit, so that the ray has two vibratory motions imparted to it at right angles, one a simple harmonic motion and the other a motion imitating the variation of the current or electromotive force under test.

The deflection observed on the galvanometer when the lines are leaky is d, while D is the deflection obtained through one coil of the galvanometer with all the other resistances in circuit; and assuming that no leakage exists on the lines, this deflection is calculated from the " constant " of the instrument, i.e., from the known deflection obtained with a definite current.
The speed at which a circuit can be worked depends upon what is known as the " KR " of the line, i.e.
By dividing a line into two halves the working speed will be dependent upon the KR of the longest half, and as both K and R are directly proportional to the length of the line, the KR product for the half of a circuit is but one quarter that of the whole length of the circuit, and the retardation is correspondingly small.
The currents thus divide at instrument as in Frischen's method, two resistances the point D, and it is clear that if the difference of potential between P and Q is unaffected by closing the sending key, then no change of current will take place in the instrument circuit.
The compensation was to be obtained by working a slide resistance included in the circuit of the compensating coil, either by the sending key or by clockwork released by the key, so as to vary the resistance in that 0 0 circuit according to any law which might be required to prevent the receiving instrument being affected by the outgoing current.
One side of a sheet of paraffined paper is covered with a sheet of conducting substance, say tinfoil, and over the other side narrow strips of the same substance are arranged gridironwise to form a continuous circuit along the strip. The breadth and thickness of the strip and the thickness of the paraffined paper are adjusted so that the relative resistance and capacity of this arrangement are the same as those of the cable with which it is intended to be used.
There are four transmitters and four receivers, which are operated independently by means of an adaptation of the multiplex system of working, and each circuit is provided with a number of segments set apart for its own use.
As the earth is used for completing the electric circuit, the signals received on such sensitive instruments as these are liable to be disturbed by the return currents of other systems in their immediate neighbourhood, which also use the earth as return, when such are of the magnitude generated by the working of electric tramways FIG.
By this arrangement of the coil winding, similar sections can be thrown in or out of circuit with both arms, and also so combined that any amount of inductance suitable to every class of cable may be obtained.
Steinheil of Munich, however, acting on a suggestion given by Gauss, made in 1838 the important discovery that half of the circuit might be formed of the conducting earth, and so discovered the use of the earth return, since then an essential feature of nearly every telegraphic circuit.
He also devised a " call " or arrangement for actuating an ordinary electric bell by the accumulated effect of the properly tuned inductive impulses falling on the secondary circuit.
In the primary circuit of the induction coil I he placed an ordinary signalling key K, and when this was pressed for a longer or shorter time a torrent of electric sparks passed between the balls, alternately charging and discharging the elevated con-.
Fleming devised an arrangement in which a multiple transformation takes place, two oscillation circuits being interlinked inductively, and the last one acting inductively on the open or antenna circuit.
Stone similarly devised a multiple inductive oscillation circuit with the object of forcing on the antenna circuit a single oscillation of definite frequency.'
If the two circuits are in tune so that the numerical product of capacity and inductance of each circuit is the same or C L, = C L +CL and if k is the coefficient of coupling then the natural frequency of each circuit is n = I /2w / (CL), and when coupled two oscillations are set up in the secondary circuit having frequencies n and n2 such that n = n0/ (i - k) and n = nh,/ (I +k).
One end of the inductance coil is connected to the earth, and some other point on the closed condenser circuit to an antenna of appropriate length.
On the other hand, if a closed oscillation circuit is constructed having capacity and considerable inductance, then oscillations can be set up in it by very small periodic electromotive forces provided these have a frequency exactly agreeing with that of the condenser circuit.
The success so far achieved in isolating electric wave telegraphic stations has been based upon the principles of electric resonance and the fact that electric oscillations can be set up in a circuit having capacity and considerable inductance by feeble electromotive impulses, provided they are of exactly the natural frequency of the said circuit.
Forms of open circuit wave meter have been devised by Slaby and by Fleming.
The Fleming closed circuit wave meter, called by him a cymometer, consists of a sliding tube condenser and a long helix of wire forming an inductance; these are connected together and to a copper bar in such a manner that by one movement of a handle the capacity of the tubular condenser is altered in the same proportion as the amount of the spiral inductance which is included in the circuit.
The neon tube glows with a bright orange light when the adjustments of the cymometer circuit are such that it is in resonance with the wireless telegraph antenna.
Page of Salem, Mass., drew attention to the sound given out by an electromagnet at the instant when the electric circuit is closed or broken, and in October of the same year he discussed, in a short article a entitled " Galvanic Music," the musical note pro- covery.
His first idea seems to have been to employ the vibrations of the current in an electric circuit, produced by moving the armature of an electromagnet included in the circuit nearer to or farther from the poles of the magnet.
It was also found that comparatively small magnets were sufficient, and that there was no particular virtue in the closed circuit and electromagnet, but that a small permanent magnet having one pole in contact with FIG.
It was very early recognized - and, indeed, is mentioned in the first patents of Bell, and in a caveat filed by Elisha Gray in the United States patent office only some two hours after Bell's application for a patent - that sounds and spoken words might be transmitted to a distance by causing the vibrations of a diaphragm to vary the resistance in the circuit.
The current circuit went through S, W, C, K, A, and the primary circuit of the induction coil I to the battery B, and thence to S again.
The circuit connexions were such that two adjacent sides of the lozenge were in parallel and two in series.
It was early recognized that a complete metallic circuit would obviate troubles from varying earth potentials, and that if the outgoing and incoming branches of the circuit were parallel and kept, by transposition spiralling, or otherwise, at equal average distances from the disturbing wire, induction effects would likewise be removed.
In the arrangement first introduced the line wire is connected in series through the various spring-jacks, the circuit finally passing through the answering jack to the calling-drop. This arrangement is liable to give trouble, as disconnexions may arise in the spring-jacks in consequence of the failures of the springs to make contact.
Moreover the clearing-out drop of the cord circuit was replaced by an arrangement which included the provision of one signal to be controlled through the agency of a relay by the calling subscriber, and another to be controlled by the person wanted.
The transmitter is placed in multiple with the primary winding of an induction coil whose secondary operates in the loop circuit, and consequently when the transmitter is spoken into, a variable E.M.F.
This provision may not always be fulfilled, since by placing the zinc in electrical contact with a piece of platinum, likewise immersed in the sulphuric acid, we can generate a current of electricity through the solution and the metallic part of the circuit.
Such a test is made by determining with an accurate ammeter or watt-meter the current or power supplied to a circuit for a period measured by a good clock and comparing with this the actual reading of the meter 2 See Journ.
If an electro-dynamometer, made as above described, has its fixed circuit connected in series with the power-absorbing circuit and its movable coil (wound with fine wire) connected across the terminals of the power-absorbing circuit, then a current will flow through the fixed coil which is the same or nearly the same as that through the power-absorbing circuit, and a current will flow through the high resistance coil of the wattmeter proportional to the potential difference at the terminals of the power-absorbing circuit.
Again the shunt circuit must have practically zero inductance and the series or current coil must be wound or constructed with stranded copper wire, each strand being silk Covered, to prevent the production of eddy currents in the mass of the conductor.
On the north-west side, half within and half without the circuit of the walls, protruding into the plain like a great bastion, stood the royal palace, on a terrace, 45 ft.
His great experimental discovery, known as the "Peltier effect," was that if a current pass from an external source through a circuit of two metals it cools the junction through which it passes in the same direction as the thermo-electric current which would be caused by directly heating that junction, while it heats the other junction (see Thermo-Electricity), Peltier died in Paris on the 27th of October 1845.
