But all attempts at negotiation failed, and in January 49 B.C., martial law having been proclaimed on the proposal of the consuls, the tribunes Antony and Cassius fled to Caesar, who crossed the Rubicon (the frontier of Italy) with a single legion, exclaiming "Alea jacta est."

Not only so, but, when greater strictness of rule and of enclosure seemed the most needful reforms in communities that had become too secular in tone, the proposal of Ignatius, to make it a first principle that the members of his institute should mix freely in the world and be as little marked off as possible externally from secular clerical life and usages, ran counter to all tradition and prejudice, save that Cara.ffa's then recent order of Theatines, which had some analogy with the proposed Society, had taken some steps in the same direction.

This proposal was approved of by the Swedish Riksdag on the 3rd of May 1905.

From the 2nd to the 19th of October the extraordinary Riksdag was again assembled, and eventually approved of the The Second arrangement come to by the delegates at Karlstad with regard to the dissolution of the union as well ordinary as the government proposal for the repeal of the Act of Union and the recognition of Norway as an independent state.

The father y' Y towards the Pan-American Congress at Mexico became a matter of interest in the autumn, particularly in connexion with the proposal for compulsory arbitration between all American governments.

The Russian government agreed to this proposal, and the work of surveying the country from Mt Ararat to the Persian Gulf was then undertaken.

A more laboured work, his Proposal for Correcting, Improving and Ascertaining the English Tongue (1712), in a letter to Harley, suggesting the regulation of the English language by an academy, is chiefly remarkable as a proof of the deference paid to French taste by the most original English writer of his day.

His Proposal for the Universal Use of Irish Manufactures, published anonymously in 1720, urging the Irish to disuse English goods, became the subject of a prosecution, which at length had to be dropped.

Swift's grave humour and power of enforcing momentous truth by ludicrous exaggeration were next displayed in his Modest Proposal for Preventing the' Children of Poor People from being a Burden to their Parents or the Country, by fattening and eating them (1729), a parallel to the Argument against Abolishing Christianity, and as great a masterpiece of tragic as the latter is of comic irony.

He took part in the conference on the claims of the three orders, drew up the first address to the king, and supported the proposal of Sieyes that the Assembly should declare itself National.

Negotiations with Russia were continued, and Bratianu was sent to Constantinople to put pressure upon Turkey to secure certain rights and privileges which would practically have made Rumania independent, except that it would still have paid a fixed tribute; but the conference of the powers assembled at that capital came to a definite end on the i 9th of January 1877, when the Turkish government declined every proposal of the conference.

On the 27th of January 1894 solemn approval was given by Pope Leo XIII., and in February 1903 a formal proposal was entered for her canonization.

In this latter year Corneille (who had at last removed his residence from Rouen to Paris in 1662) was included among the list of men of letters pensioned at the proposal of Colbert.

As the general election approached he responded heartily to Mr. Lloyd George's proposal that the Coalition should be continued, and that the country should be definitely invited to return candidates who should undertake to support the Coalition Government; and he joined with him in issuing the letters or certificates, nicknamed " coupons," accepting Coalition candidates.

A proposal to include it within the city of Liverpool was rejected in parliament in July 1903.

Next year, on the proposal of the tribune Manilius, his powers were still further extended, the care of all the provinces in the East being put under his control for three years together with the conduct of the war against Mithradates VI., who had recovered from the defeats he had sustained from Lucullus and regained his dominions.
