In the municipalities, as in Rome, provision was made out of the public funds for feeding the poorest part of the population, and providing a supply of corn which could be bought by ordinary citizens at a moderate price.

Edward C. Pickering carried on his study of stellar spectra with the funds of the Henry Draper Memorial at Harvard, endowed by his widow (née Mary Anna Palmer) .

For professional instruction (law, medicine, engineering) there are schools supported by private funds, but aided occasionally by the government.

Legislation has reduced these evils in recent years; and efforts have been made to prevent the excessive expenditure of money at elections, and the making of contributions to party campaign funds by wealthy corporations who desire to secure some benefit for themselves.

The value of local self-government as a training for the duties of citizenship has been very great, and in many parts of the country, especially where the funds dealt with are small, elections are not fought and offices not distributed upon party lines.

In connexion with the public elementary schools throughout Canada, where the principles of agriculture are taught to some extent, manual training centres, provided out of funds supplied by the same public-spirited donor, are now maintained by local and provincial public school authorities.

As Whip the Master of Elibank earned high praise for his energy and tact; but he was somewhat unfortunately mixed up with the " Marconi Scandal " in connexion with Mr. Lloyd George and Sir Rufus Isaacs, as having invested part of the Liberal Party funds in American Marconi shares in which he, with them, was speculating - a transaction hotly debated in Parliament in 1913.

But the attempt to teach whites and blacks in the same schools, and the corruption in the administration of funds, made the results unsatisfactory.

But the general conclusion seems to be that these changes were always in the direction of further centralization, increasing the power of the chief ministers and their offices, bringing all more directly under the control of the Crown, and in some cases limiting the powers and appropriating the funds of local municipalities.

His activity was in so far a misfortune as it led him to attempt too many things at once, and engage in undertakings so costly that oppression became necessary to provide the funds for them.

A Technical Schools Act, passed in 1887, was applied by a few local authorities; but in 1890 funds were by chance made available from an unexpected source, and devoted to the purposes of technical and secondary education.

This feature was so stoutly opposed that the bill did not pass, although the chancellor of the exchequer had provided the necessary funds.

The total expenditure for the schools is creditable to the state; but before 1909 hardly half the school population attended; and in general the rural conditions of the state, the shortness of the school terms and the dependence of the schools primarily upon local funds and local supervision, make the schools of inadequate and quite varying excellence.

The public debt amounted to £145,000 in 1908, but it is amply secured by real estate and invested funds.

All schools are generously supported, salaries are unusually good, and pension funds in all cities are authorized by state laws.

With John Brown, to whom he gave a farm in Essex county, New York, he became very intimate, and from time to time supplied him with funds, though it seems without knowing that any of the money would be employed in an attempt to incite a slave insurrection.

From the 13th century the towns had issued ("sold," as it was called)annuities, either for life or for perpetuity in ever-increasing number, until it was at last found impossible to raise the funds necessary to pay them.

As the great aim of this side of public activity is to secure funds for the maintenance of the state's life and working, the administration which operates for this end is the true nucleus of all national finance.

Previous legislative sanction for both expenditure and receipts in all their particular forms is absolutely necessary; so is thorough scrutiny of the actual application of the funds provided.

Over and above the peculiar revenues of local bodies there is the further resource - which emphasizes the subordinate position of local finance - of obtaining supplemental revenue from the central treasury, either by taxes additional to the charges of the state, and collected at the same time; or by donations from its funds, in the shape of grants for special services, or assignments of certain parts of the state's receipts.

There is also a superintendent of schools for each county, and the counties are divided into school districts, each having three directors, who disburse the school funds and have the care of the school property.

In addition to the municipal support of the poor-houses there are large funds derived from bequests for the relief of the necessitous and deserving poor; while night shelters and people's kitchens have been organized on an extensive scale for the temporary relief of the indigent unemployed.

Like most princes of the Habsburg dynasty, he was constantly confronted at this period by the difficulty of raising funds for warfare against the Turks.

The payments which the county council have to make in substitution for the local grants formerly made out of Imperial funds include payments for or towards the remuneration of the teachers in poorlaw schools and public vaccinators; school fees paid for children sent from a workhouse to a public elementary school; half of the salaries of the medical officer of health and the inspector of nuisances of district councils; the remuneration of registrars for births and deaths; the maintenance of pauper lunatics; half of the cost of the pay and clothing of the police of the county, and of each borough maintaining a separate police force.

A county council has the same power of opposing bills in parliament and of prosecuting or defending any legal proceedings necessary = for the promotion or protection of the interests of the inhabitants of a county as are conferred on the council m legal of a municipal borough by the Borough Funds Act 1872, with this difference, that in order to enable them to oppose a bill in parliament at the cost of the county rate, it is not necessary to obtain the consent of the owners and ratepayers within the county.

In this respect they are in the same position as all other local authorities, with respect to whom it has been laid down that they may without any express power in that behalf use the funds at their disposal for protecting themselves against any attack made upon their existence as a corporate body or upon any of their powers or privileges.

Under the Borough Funds Act 1872 the urban district council may, if in their judgment it is expedient, promote or oppose any local and personal bill or bills in parliament, or may Bills In prosecute or defend any legal proceedings necessary for the promotion or protection of the interests of the district, Parlla- and may charge the costs incurred in so doing to the w ent and rates under their control.

Besides the strictly state institutions, there are a number of private charitable institutions which are assisted by state funds; among these are the eye and ear infirmary at Portland, the Maine state sanatorium at Hebron for the treatment of tuberculosis, and various hospitals, orphanages, &c. The national government has a branch of the national home for disabled volunteer soldiers at Togus, and a marine hospital at Portland.

The most conspicuous of its twenty-five buildings is the library, built with funds contributed by Andrew Carnegie.

The Association was provided with a nominal capital of 40,000, but from the first its funds were largely supplemented from the private purse of King Leopold; and by a gradual process of evolution the work, which was originally, in name at least, international in character, became a purely Belgian enterprise.

Funds for the administration were also obtained by loans.

From 1890 to 1900 King Leopold is stated to have made a grant of £40,000 per annum from his private purse to the public funds.

The company having met with numberless difficulties and financial troubles, the French government, on the extinction of the company's funds, came to the rescue and provided money for the construction.

Of other scientific institutions we may mention the observatory on Vesuvius, which is supported entirely by funds from the government, but is annexed informally to the university.

It was heavily subsidized in the Bourbon times, but now, except for giving the house, which is the property of the municipality, no assistance is granted from the public funds.

The Public Money Drainage Acts 1846-1856 authorized the advance of public money to landowners to enable them to make improvements in their lands, not only by draining, but by irrigation, the making of permanent roads, clearing, erecting buildings, planting for shelter, &c. The rapid absorption of the funds provided by these acts led to further legislative measures by which private capital was rendered available for the improvement of land.

Amongst the more conspicuous secular buildings in the street may be mentioned the Town and County Bank, the Music Hall, with sitting accommodation for 2000 persons, the Trinity Hall of the incorporated trades (originating in various years between 1398 and 1527, and having charitable funds for poor members, widows and orphans), containing some portraits by George Jamesone, a noteworthy set of carved oak chairs, dating from 1574, and the shields of the crafts with quaint inscriptions; the office of the Aberdeen Free Press, one of the most influential papers in the north of Scotland; the Palace Hotel; the office of the Northern Assurance Company, and the National Bank of Scotland.

On his recovery he found his private affairs in some confusion, and he was at the same time deeply indebted to the government for public funds which had been lost through the mismanagement or dishonesty of a confidential clerk, and for which he was responsible as district-attorney.

Sir Bartle Frere encouraged the completion of the great trunk lines of railways, and with the funds obtained by the demolition of the town walls (1862) he began the magnificent series of public buildings that now adorn Bombay.

He was intimate with the Royalist leaders, participated in the negotiations for the Uxbridge treaty of 1644, and collected funds for Charles II.
