The northern boundary of Albania underwent some alteration in consequence of the enlargement of Montenegro, sanctioned by the Berlin Treaty (July 13, 1878); owing to subsequent arrangements providing for the cession of Dulcigno to Montenegro (November 25, 1880) in exchange for the districts of Plava and Gusinye, restored to Turkey, the frontier-line (finally settled December 1884) now ascends the Boyana from its mouth to Lake Sass (Shas), thence passes northward, and crossing Lake Scutari separates the district of Kutch Kraina on the N.
In 1502 the Turks captured Durazzo, and in 1571 Antivari and Dulcigno, the last Venetian possessions in Albania.
The Albanian leaders, however, soon displayed a spirit of independence, which proved embarrassing to Turkish diplomacy and caused alarm at Constantinople; their forces came into conflict with a Turkish army under Dervish Pasha near Dulcigno (November 1880), and eventually the league was suppressed.
Almost up to the moment of the French occupation of Tunisia the Italian government believed that Great Britain, if only out of gratitude for the bearing of Italy in connection with the Dulcigno demonstration.
At the same time the frontiers of Servia and Montenegro were enlarged so as to become almost contiguous, and Montenegro received the ports of Antivari and Dulcigno on the Adriatic. From a strategical point of view the Bulgaria of the San Stefano treaty threatened Salonica, Adrianople and Constantinople itself; and the great powers, anticipating that the new state would become a Russian dependency, refused their sanction to its provisions.
The Montenegrin frontier laid down at San Stefano was considerably curtailed, Dulcigno, the district north-east of the Tara, and other territories being restored to Turkey; in addition to Nish, Servia received the districts of Pirot and Vranya on the east instead of the Ibar valley on the west; the Dobrudja, somewhat enlarged, was ceded to Rumania' which surrendered southern Bessarabia to Russia.
In 1880, after a naval demonstration by the powers, Dulcigno was surrendered to Montenegro in compensation for the districts of Pla y a and Gusinye restored to Turkey.
