For purposes of local administration the state is divided into five provinces, Alajuela, Cartago, Guanacaste, Heredia and San Jose, and two maritime districts (comarcas), Limon and Puntarenas.
For administrative purposes the republic is divided into 13 departments and 2 comarcas, each under a political head who acts as military commandant and controls education, finance, &c. The administration of justice is entrusted to numerous courts of first instance, three courts of appeal, and a supreme court.
The judicial organization consists of the tribunal da Relaga6 at the state capital and subordinate courts in the comarcas and termos.

The greater chartered towns had their surrounding comarcas, answering to the county of an Italian city, over which they exercised jurisdiction.
