Saxony is a constitutional monarchy and a member of the German empire, with four votes in the Bundesrath (federal council) and twenty-three in the Reichstag (imperial diet).
Its chief buildings are the citadel and many mosques, one of which is an ancient Byzantine basilica, originally a 1 Prince von Billow was credited with suggesting in his correspondence on the question of the Bundesrath that a tribunal of arbitration should be instituted to deal with all questions of capture.
Delegates of the various federated governments form the Bundesrath; the Reichstag, or popular assembly, is directly chosen by the people by universal suffrage; and the two assemblies constitute the federal parliament.
This body has power to legislate for the whole empire in reference to all matters connected with the army, navy, postal service, customs, coinage, &c., all political laws affecting citizens, and all general questions of commerce, navigation, passports, &c. The emperor represents the federation in all international relations, with the chancellor as first minister of the empire, and has power, with consent of the Bundesrath, to declare war in name of the empire.
