One of the most serious administrative problems met with in London is that of locomotion, especially as regards the regulation of traffic in the principal thoroughfares and at the busiest crossings.
The administrative authorities of cemeteries for the county are the borough councils and the City Corporation and private companies.

The remaining four, Borowast Lest, Estre Lest, Limowast Lest and Wiwart Lest, existed at least as early as the 9th century, and were apparently named from their administrative centres, Burgwara (the burg being Canterbury), Eastre, Lymne and Wye, all of which were meeting places of the Kentish Council.

In central Siam, after Bangkok and Ayuthia, places of importance on the Menam Chao Phaya are Pak-Nam at the river mouth, the seat of a governor, terminus of a railway and site of modern fortifications; Paklat, the seat of a governor, a town of Mohns, descendants of refugees from Pegu; Nontaburi, a few miles above Bangkok, the seat of a governor and possessing a large market; Pratoomtani, Angtong, Prom, Inburi, Chainat and Saraburi, all administrative centres; and Lopburi, the last capital before Ayuthia and the residence of kings during the Ayuthia period, a city of ruins now gradually reawakening as a centre of railway traffic. To the west of the Menam Chao Phaya lie Suphanburi and Ratburi, ancient cities, now government headquarters; Pechaburi (the Piply of early travellers), the terminus of the western railway; and Phrapatoom, with its huge pagoda on the site of the capital of Sri Wichaiya, a kingdom of 2000 years ago, and now a place of military, agricultural and other schools.
The montons consist of groups of the old rural provinces (muang); the hereditary chiefs of which, except in the Lao country in the north and in the Malay States, have been replaced by governors trained in administrative work and subordinate to the high commissioner.
Administrative reform and an advanced railway policy have made of Siam a market for the trade of Europe, which has become an object of keen competition.
A governor-general holds the superior administrative and executive authority, and is assisted by a council of five members, partly of a legislative and partly of an advisory character, but with no share in the executive work of the government.

His father, a declared partisan of reform, trained him for an administrative career, and at the age of twenty-two he was attached as secretary to Falk Effendi, whom he accompanied in Syria for three years.
After further administrative work in his province, he was ordered to organize the council of state in 1866, and was then made governor of Bagdad, where his success was as decisive as at Nisch, but attended with much greater difficulties.

Of this $1,416,392 was expended on personal emoluments, and $1,116,548 on other charges connected with the administrative establishments; $1,763,488 was spent on military services, exclusive of expenses connected with the volunteer force; $183,075 on the upkeep and maintenance of existing public works; and $569,884 on new public works.
