By an agreement of 1879 the sultan exercises authority over some parts of Halmahera, the Papuan Islands, the western half of New Guinea and the islands in Geelvink Gulf.

By an agreement between North and South Dakota, embodied in their constitutions, each state assumed the debt created for the erection of public buildings within its limits during the Territorial period.

This latter was the continuation through southern Siam of the line already constructed from Bangkok south-west to Petchaburi (110 m.), with funds borrowed, under a recent agreement, from the Federated (British) Malay States government, which work, following upon surveys made in 1907, was begun in 1909 under the direction of a newly constituted southern branch of the Royal Railways department.

In 1907 also negotiations were opened with Great Britain, the objects of which were to modify the extra-territorial rights conceded to that power by the treaty of 1855, and to remove various restrictions regarding taxation and general administration, which, though diminished from time to time by agreement, still continued to hamper the government very much.

Personal rather than doctrinal reasons had by far the larger part in determining the fate of Nestorius, who was sacrificed to the agreement between the two great schools.

Hyder Ali now began to occupy the serious attention of the Madras government, which in 1766 entered into an agreement with the nizam to furnish him with troops to be used against the common foe.

Besides the qualifications required of a presentee by canon law, such as being of the canonical age, and in priest's orders before admission, sufficient learning and proper orthodoxy or morals, the Benefices Act requires that a year shall have elapsed since a transfer of the right of patronage, unless it can be shown that such transfer was not made in view of a probable vacancy; that the presentee has been a deacon for three years; and that he is not unfit for the discharge of his duties by reason of physical or mental infirmity or incapacity, grave pecuniary embarrassment, grave misconduct or neglect of duty in an ecclesiastical office, evil life, or conduct causing grave scandal concerning his moral character since his ordination, or being party to an illegal agreement with regard to the presentation; that notice of the presentation has been given to the parish of the benefice.

With the view of terminating these differences the king in 1827 entered into a concordat with the pope, and an agreement was reached with regard to nominations to bishoprics, clerical education and other questions, which should have satisfied all reasonable men.

This agreement was ratified by the Belgian and French sovereigns on the 10th and 24th of November, by the British on the 6th of December, but the Austrian and Prussian and Russian governments, whose sympathies were with the " legitimate " King William rather than with a prince who owed his crown to a revolution, did not give their ratification till some five months later.

Besides the tithes dealt with by local acts as already mentioned, certain other kinds of tithes are outside the scope of the Commutation Acts, namely, tithes of fish and fishing, personal tithes other than tithes of mills, and mineral tithes, unless the landowners and tithe-owners consent to make a parochial agreement for commutation before the confirmation of an apportionment after a compulsory award in such parish.

The constitution of Grattan's parliament offered no security, as the differences over the regency question had made evident that in matters of imperial interest the policy of the Irish parliament and that of Great Britain would be in agreement; and at a moment when England was engaged in a life and death struggle with France it was impossible for the ministry to ignore the danger, which had so recently been emphasized by the fact that the independent constitution of 1782 had offered no safeguard against armed revolt.

According to Ramsay, then, Peter was present during the famine, and made a private agreement with Paul that the latter should preach to the Gentiles, and so far Gentile Christianity was recognized, but the conditions of the intercourse between Gentile and Jewish Christians were not defined, and the question of circumcision was perhaps not finally settled.

About the same time (May 1536) an agreement between the Lutherans and the Zwinglians was arranged by Martin Bucer, and was embodied in a document called the Concord of Wittenberg, and for the present the growing dissensions between the heads of the league, John Frederick, elector of Saxony, and Philip of Hesse, were checked.

On the other hand, the constitution of the 13th of November had been in flat contradiction to the protocol of London, which recognized theseparate rights of the duchies; and if the two great German powers chose to make this violation of an agreement to which they had been parties a casus belli, Europe would have no right to interfere.

The agreement, however, was only to hold good if war broke out within three months.

This law was followed by one authorizing the government to suspend,in every diocese where the bishop continued recalcitrant, the payment of that contribution to the Roman Catholic Church which by agreement had been given by the state since 1817.

It would clearly be impossible to come to any agreement on the principles.

The hope that this might bring about some agreement was frustrated by the sudden death of the cardinal, and his successor was more under the influence of the Jesuits and the more extreme party.

Meanwhile a Prussian envoy had again been appointed at the Vatican; all but three of the vacant bishoprics were filled by agreement between the pope and the king, and the sequestrated revenues were restored.

In 1904 the German attitude towards Great Britain had been in the highest degree conciliatory; the AngloFrench agreement as to Egypt was agreed to at Berlin; a visit of King Edward VII.

Under an agreement of the 27th of February 1875, the Spanish government paid to the United States an indemnity of $80,000 for the execution of the Americans, and an indemnity was also paid to the British government.'

On the other hand, the existence in the time of Dionysius of Halicarnassus of a treaty concluded between Tarquinius and the inhabitants of Gabii, shows that the town came under his dominion by formal agreement, not, as the tradition states, by treachery and violence.

Should three such interchanges be made without agreement, a common plenary sitting is held of an equal number of both delegations; and these collectively, without discussion, decide the question by common vote.

An agreement was made by which the emperor was to be crowned at Pest and take the ancient oath to the Golden Bull; Hungary (including Transylvania and Croatia) was to have its own parliament and its own ministry; Magyar was to be the official language; the emperor was to rule as king; there was to be complete separation of the finances; not even a common nationality was recognized between the Hungarians and the other subjects of the emperor; a Hungarian was to be a foreigner in Vienna, an Austrian a foreigner in Budapest.

For these, however, no common institutions were created; they must be arranged by agreement; the ministers must confer and then introduce identical acts in the Hungarian and the Austrian parliaments.

The main principles of this agreement were decided during the spring of 1867; but during this period the Austrians were not really consulted at all.

Politically, the principle underlying the agreement was that the empire should be divided into two portions; in one of these the Magyars were to rule, in the other the Germans; in either section the Slav races - the Serbs and Croatians, the Czechs, Poles and Slovenes - were to be placed in a position of political inferiority.

This was done in September 1879, an agreement with Turkey having specified the numbers and position of the garrison.

In those matters which belong to the periodical and terminable agreement, the most important is the Customs Union, which was established in 1867, and it is convenient to treat separately the commercial policy of the dual state.'

The tariff treaties with Great Britain and France were not renewed, and all attempts to come to some agreement with Germany broke down, owing to the change of policy which Bismarck was adopting at this period.

With Great Britain, France and Germany, there was now only a " most favoured nation " agreement; fresh commercial treaties were made with Italy (1879), Switzerland and Servia (1881).

In this settlement a concession on commercial policy would be set off against a gain on the financial agreement; e.g.

On this there was a deadlock; all through 1897 and 1898 the QuotaDeputations failed to come to an agreement.

Next year was even worse, for there was obstruction in Hungary as well as in Austria; the Quota-Deputations again came to no agreement, and the pro.

The Austrian ministry, therefore, came to an agreement with the Hungarians that the terms of the new Ausgleich should be 1 The only change was that as the military frontier had been given over to Hungary, Hungary in consequence of this addition of territory had to pay 2%, the remaining 98% being divided as before, so that the real proportion was 31.4 and 68.6.

The result was that a working agreement was made, by which the Union was preserved.

In the autumn of 1902 the Austrian and the Hungarian governments, at the instance of the crown and in agreement with the joint minister for war and the Austrian and Hungarian ministers for national defence, laid before their respective parliaments bills providing for an increase of 21,000 men in the annual contingents of recruits.

If the Hungarian government wished to regulate its relationship to Austria in a more definite form, added the Austrian premier, it must conclude a new agreement before the end of the year 1907, when the reciprocity arrangement of 1899 would lapse.

In October 1907 an agreement was attained, thanks chiefly to the sobering of Hungarian opinion by a severe economic crisis, which brought out with unusual clearness the fact that separation from Austria would involve a 1907.

He gradually departed from the Miirzsteg basis, and in January 1908 deliberately undermined the Austro-Russian agreement by obtaining from the sultan a concession for a railway from the Bosnian frontier through the sanjak of Novibazar to the Turkish terminus at Mitrovitza.

It was the introduction of a Universal Suffrage Bill by Mr Joseph Kristoffy, minister of the interior in the " unconstitutional " cabinet of Baron Fejervary, which brought the Opposition leaders in the Hungarian parliament to terms and made possible the agreement of 1907.

The burning question of the " Magyar word of command " remained unsettled, save in so far as the fixed determination of the king-emperor had settled it; the equally important question of the renewal of the charter of the Austro-Hungarian State Bank had also formed no part of the agreement of 1907.

The latter claimed that the new constitution must be made by agreement with the territories; the former maintained that the constitution of 1861 was still valid, and demanded that in accordance with it the Reichsrath should be summoned and a " constitutional " government restored.

The inhabitants of the district round the Bocche di Cattaro (the Bocchesi, as they are commonly called) refused to obey this order, and when a military force was sent it failed to overcome their resistance; and by an agreement made at Knezlac in December 1869, Rodics, who had taken command, granted the insurgents all they asked and a complete amnesty.

Parliament was dissolved in the summer, and Taaffe, by private negotiations, first of all persuaded the Bohemian feudal proprietors to give the Feudalists, who had long been excluded, a certain number of seats; secondly, he succeeded where Potocki had failed, and came to an agreement with the Czechs; they had already, in 1878, taken their seats in the diet at Prague, and now gave up the policy of " passive resistance," and consented to take their seats also in the parliament at Vienna.

The measure seems to have been successful, and there is a general agreement that the inspectors have done their work with skill and courage.

After a fortnight's discussion an agreement was made on the basis of a separation between the German and the Czech districts, and a revision of the electoral law.

A protocol enumerating the points agreed on was signed by all who had taken part in the conference, and in May bills were laid before the diet incorporating the chief points in the agreement.

The emperor insisted that the Reichsrath should again be summoned to pass the necessary measures for the agreement with Hungary; scenes then took place which have no parallel in parliamentary history.
